Yang Erjing, born in 1984, is the manager of a branch of a clothing store in Beijing. He is married and has children. The incident occurred in Xicheng District, Beijing, and a “4. 1†accident investigation team was established to carry out surveys on the site. Beijing Wanhua Real Estate Co., Ltd., Beijing Oriental Ocean Property Management Co., Ltd. and Beijing Thermal Power Group were involved in the accident. Relevant personnel of units such as transmission and distribution subsidiaries conducted investigations and inquiries, and obtained various types of evidence and data, and hired experts to analyze and identify pipeline leakage points. After preliminary investigation, it was found that this was a safety production responsibility accident.
Who is responsible for the tragedy?
According to the preliminary judgment, "the hot water pit" may be formed because the pipeline is corroded and the hot water seeps out on the ground. So, who owns the heat pipeline for the accident? Who should be responsible for this accident?
Relevant person in charge of the Beijing Thermal Power Group stated that at present, the ownership of the Beijing thermal power pipeline is generally divided into several types, belonging to the Beijing municipal government, belonging to the property, and belonging to the developer. The leakage of heat pipelines across the sidewalks is the branch pipe connecting the municipal thermal main pipeline and the internal heat pipelines of the Wuhua Building. Property ownership belongs to the developer Wanhua Real Estate Co., Ltd. For the non-property right pipe network, the heat power group is only to assist the unit. After the user repairs, the repair personnel will assist in the disposal.
According to a person familiar with the matter, the owner of Wanhua Real Estate, commissioned by Wuhua Building, entrusted the Beijing Oriental Ocean Property Management Co., Ltd. to be responsible for the daily maintenance and inspection of the cooking heat pipeline. At 1100 on April 1st, the patrolling security of the Wuhua Building first discovered that the accident site was emitting heat. At 12 o'clock, the property company made an emergency report to the Beijing Thermal Power Group and cleared the nearby vehicles and personnel. Immediately after receiving the report, the Thermal Power Group dispatched exploration personnel to close the total section gate of the pipeline in the region and dispatched two maintenance teams to the site.
It was at this time that Yang Erjing came and the tragedy happened. If the property security or the heat group explorer finds an abnormality and can make a reminder at the accident site, even if only a chair or a few bricks are placed, the misfortune of Yang Erjing may be avoided.
Informed sources told reporters that due to the accident involving the death of a person, a criminal investigation has been initiated and the responsible person will be investigated for criminal responsibility. According to the current investigation, developers, property companies, and thermal power groups are difficult to get rid of, but their respective responsibilities need to be further confirmed.

The accident site is located near the Second Ring Road in the central part of Beijing, surrounded by shops, business buildings, and residential buildings. Pedestrians and vehicles are shuttled.
