In 2012, the state invested RMB 14.5 billion to support urban sewage and garbage disposal

On March 5, 2012, the National Development and Reform Commission submitted the “Report on the Implementation of the National Economic and Social Development Plan for 2011 and the Draft National Economic and Social Development Plan for 2012” (hereinafter referred to as the "Draft") to the National People's Congress. The "Draft" shows that among the four types of restrictive pollutants, sulfur dioxide, chemical oxygen demand, and ammonia nitrogen emission reduction tasks have been completed, and the reduction in nitrogen oxides has not met the standard; among the four non-binding environmental resource indicators, the amount is 10,000 yuan. The value-added water consumption, urban sewage treatment rate, and non-hazardous rate of domestic garbage were up to standard, and the task of comprehensive utilization of industrial solid waste was not completed.

According to the "draft", the state will invest 14.5 billion yuan in the budget to support urban sewage and waste treatment facilities and sewage pipe network project construction. “The year-on-year growth rate of the 4.39 billion yuan in 2011 was 230%.” An environmental expert analyzed the newspaper, which also shows that the state has great efforts in the treatment of urban sewage and garbage.

Nitrogen oxides rose by 5.73% in 2011

According to the “Draft”, in 2011, the annual emissions of sulfur dioxide and chemical oxygen demand dropped by 2.2% and 2% respectively, exceeded the planned targets by 0.7 and 0.5 percentage points, ammonia nitrogen emissions decreased by 1.52, and exceeded the planned target by 0.02. Percentage points; NOx emissions rose, rising by 5.73%, and the mission was not completed.

“This shows that in the last quarter, the pollutant emission reduction work is going to be very vigorous. Because of the annual assessment, the emission reduction efforts are usually very large in the last quarter. The intensity of project emission reduction is highlighted.” An official of the Ministry of Environmental Protection Told this reporter.

At the 2012 National Environmental Protection Working Conference held on December 21, 2011, Minister of Environmental Protection Zhou Shengxian pointed out that the annual decline rate of chemical oxygen demand and sulfur dioxide emissions is expected to be about 2%, and the first three quarters of 2011 will be the amount of ammonia nitrogen emissions. Only a decrease of 0.9% resulted in an increase in nitrogen oxide emissions of 7.2%.
