Some officials of the Ministry of Health stated in public that none of the countries in the world have developed effective methods for the detection of waste oil, which is a "global problem." On the one hand, government departments are making great efforts to collect testing methods. On the other, it is a growing challenge. Even if we find an ideal test method, will the waste oil really disappear? Is it because of the lack of testing methods?

It would be more appropriate to use "to find ways" to describe waste oil testing. On December 31, 2011, a spokesman for the Ministry of Health stated that the activities for open solicitation of waste oil testing methods have been completed and a total of nearly all kinds of testing methods have been collected. However, whether these detection methods are feasible requires rigorous expert verification.

There are 300 ways to deal with waste oil that doesn't seem to have much technical content. It's a bit of a suspicion of killing chickens with knives. However, even in the face of this data, the attitude of the government departments is not optimistic. In the drama of “The Battle of the Whole World”, all the plots reflect a reality—to ensure food safety, it is becoming a national mobilization battle. We do not lack soldiers, and we lack weapons.

All five detection methods have failed

This is not the first time that the Ministry of Health has collected soy sauce oil testing methods from the whole society. On September 18, 2011, the Ministry of Health had issued a message and was making every effort to organize research and research to identify methods for the inspection of waste oil. However, as a result, the five types of waste oil testing methods developed by the seven technical institutes all failed to complete. The reason was that “the experts demonstrated that these methods are not specific”.

What is "specificity"? In short, it is clear how to distinguish between cooking oil and cooking oil. The first methods solicited all went without exception on “specificity”. According to Deng Haihua, a spokesman for the Ministry of Health, experts have used the “double-blind” experiment often used in the experimentation of new medicines for the determination of the method for testing the production of waste oil. The institutions that proposed the method have been unaware of the situation. The edible oil with edible oil, which was doped with different concentrations of waste oil, was brought back. Finally, the results of the test were reported to the expert group. This is to verify which method is specific. Unfortunately, "the result is not good."

Prior to this, Beijing Food Safety Monitoring Center and other testing units have identified four major categories of core indicators, namely PAH, cholesterol, electrical conductivity, and specific genetic composition, which are different from ordinary common edible oils. Among them, carcinogenic polycyclic aromatic hydrocarbons are considered to be the most harmful component that has been confirmed in the current waste oil. However, the collected test methods are not ideal for the detection of these four indicators. Chen Junshi, a researcher at the National Center for Nutrition and Food Safety at the Chinese Center for Disease Control and Prevention and an academician at the Chinese Academy of Engineering, said that reliability and specificity are the two keys to the detection method. But in terms of the effect, they are not up to the requirements. "We have obviously taken the waste oil test but we cannot detect it."

With regard to the 300 methods newly recruited, the attitude of the committee of experts is to "select one by one." According to Wang Zhutian, head of the National Food Safety Risk Assessment Center, the principle of many methods is the same, so first summarize and then filter. In addition, many methods, even the proponents themselves have not done practical tests, only theoretical considerations.

Check out but not check out

The reason why the Ministry of Health paid so much attention to the detection of waste oil and repeated collection was inseparable from the current grim situation. An expert from the Chinese Center for Disease Control and Prevention admitted frankly that the disposal of waste oil is mainly based on inspections, and it can be counted as one. Otherwise, relying on inspection alone will not work.

One example is: In 2011, the Ministry of Public Security uncovered a case involving the production of a large cooking oil that spanned many provinces. The police seized a large amount of waste oil in Zhejiang Ninghai, but of the 10 samples submitted, only two samples were actually sampled. Failed to be detected.

Another example is that at the end of 2011, the Chongqing police detected the first serious cases of production and sale of waste oil in Southwest China. However, the case has been identified by the police as waste oil produced from cooking kitchen waste. According to the main testing indicators for the detection of edible oil in China, almost all of them are qualified.

The laboratory testing process also confirmed this. In the first collection of methods, the "Beijing program" was once placed great hope. However, in actual tests, the experts found that the "Beijing program" focusing on the detection of polycyclic aromatic hydrocarbons actually did not help some samples of waste oil. The reason is: "After man-made special treatment, not all waste oils contain much Cycloaromatics." As a result, officials from the Ministry of Health stated in public that at present all countries in the world have not developed an effective method for the detection of waste oil, which is a "global problem."

The flaws that cannot be detected make the oil industry more and more prosperous. Today, the price of edible oil on the market is about 7,000 yuan/ton, while the cost price of cooking oil is only a few hundred yuan, and the market sales price can reach 3,000 yuan/ton. According to several typical cases of “waste oil” manufactured and sold out by the Ministry of Public Security last year, the value of the case was tens of millions, or nearly 10 million. It can be said that the waste oil industry is changing from small workshops to grouping and corporateization.

Testing is not a straw

On the one hand, government departments are making great efforts to collect testing methods. On the other, it is a growing challenge. Even if we find an ideal test method, will the waste oil really disappear?

Is it because of the lack of testing methods?

The media questioned that if inspection agencies determine the inspection method for waste oil, then it is conceivable that counterfeiters and lawbreakers will inevitably try their best to improve the processing technology so as to cover up the indicator.

"It seems that cats are catching rats. Finally, cats may be killed by mice." One netizen said.

Many people gave similar suggestions - instead of tangled in the detection of waste oil, it is better to cut off the waste oil from the source. Studying Japan and Germany to establish a set of strict kitchen waste collection mechanism, even for each barrel of muddy water to develop "identity card", collected by professional environmental protection companies, so that the small oil workshops are not available. What the government needs to do is to give environmental protection companies certain policies and tax support so that they can afford to have money and develop.

The investigation and enforcement of penalties for increasing the illegality of waste oil are also another concentrated recommendation.

It is reported that at present, public security organs investigate and deal with crimes involving the production and sale of waste oil, and most of them seek approval for arrest for crimes of producing and selling inferior products. The standard for filing a case requires that the sales amount be more than 50,000 yuan, or the value of the goods should be more than 150,000 yuan.

For many small workshops and small businesses, this threshold is obviously too high. Once the amount is not enough, it is often impossible to determine that only the administrative department can impose administrative punishment.

Director Xu Chenglei of the Public Security Administration of the Ministry of Public Security recommends that in cases where there is sufficient evidence to prove that a sloppy oil is used to make cooking oil, it should be categorized as “the crime of manufacturing and selling toxic and hazardous food”. He believes that this can make the case no longer subject to the amount limit, and this crime can more objectively reflect its harm, "the shock of the crime and the impression of the public are not the same, can better meet the crime."

Hu Hongxuan, member of the Party Committee of the Jiulongpo Public Security Bureau in Chongqing, believes that the highest judicial authority should unify the legal application standards for the disposal of waste oil cases as soon as possible, as long as there is evidence to prove that it is manufactured using trench oil refining, regardless of the quality of its final product, it is considered to be toxic and harmful. food. "It may not be easy to identify poisons. It should be easy to identify harmful things."
