Reporters interviewed by the relevant officials of the National Development and Reform Commission and the China Petroleum and Chemical Industry Association yesterday learned that special regulation and treatment of calcium carbide has been carried out for three years. At present, this rectification and control has been effective. Seriously polluted open-type calcium carbide furnaces and small-scale calcium carbide furnaces below 5000 KVA have been basically eliminated. The domestic “Black Triangle†region caused by the blind development of small-scale calcium carbide furnaces has disappeared, and large-scale sealed calcium carbide furnaces have begun to gain popularity.
The special rectification of calcium carbide launched this time is unprecedented. In January 2005, the National Development and Reform Commission promulgated and implemented the Conditions for Access to the Calcium Carbide Industry. In May 2006, seven ministries and commissions including the National Development and Reform Commission, the State Environmental Protection Administration, and the State Electricity Regulatory Commission issued the Circular on Accelerating the Opinions on the Structural Adjustment of the Calcium Carbide Industry. In particular, since the beginning of this year, the central government has strictly checked the implementation of the differential electricity price policy for different calcium carbide enterprises and resolutely cancelled the preferential electricity pricing policies introduced by various localities. These governance measures have played a role in a group of backward calcium carbide production costs that accounted for more than 70% of production costs, which forced them to gradually withdraw from the calcium carbide market.
It is understood that after the rectification of governance, the current domestic calcium carbide industry showed three gratifying changes. First, the “black triangle†that has appeared in the border areas of Shanxi, Shaanxi, Inner Mongolia and Inner Mongolia has disappeared because of the blind development of small-scale calcium carbides. More and more companies have adopted environmental protection technologies such as dry bag dust removal, closed loop cooling water, and automatic control of electric furnaces. The second is the basic elimination of open type calcium carbide furnaces and small calcium carbide furnaces with a capacity of 5000 kVA and below, and the elimination of over 2 million tons of backward calcium carbide production capacity. At present, the capacity of calcium carbide furnaces with a single furnace capacity of 12,500 kVA and above accounts for more than 80% of the total industry capacity. Third, qualified companies started to build large-scale enclosed calcium carbide furnaces that are more energy-efficient and environmentally friendly. This year, Hubei Yihua Company, Inner Mongolia Junzheng Company, Xinjiang Tianye Company and other companies are all equipped with large enclosed calcium carbide furnaces.
Officials from the National Development and Reform Commission pointed out that the calcium carbide industry must consolidate the results of the previous stage of governance and rectification, and continue to achieve healthy development of the industry through energy conservation and emission reduction. The relevant state departments have already begun to revise the “Entry Conditions for the Calcium Carbide Industry†formulated in 2004 to further improve the access threshold for the calcium carbide industry. At present, new documents are being signed by other ministries and commissions. At the same time, it will expedite the formulation and promulgation of standards for energy consumption limits for calcium carbide products, standards for clean production in the calcium carbide industry and standards for the evaluation index system for clean production in the calcium carbide industry.
